Anita S. Lichtblau, a partner in Casner & Edwards’ Nonprofit Practice Group, presented during two sessions at the Community Action Program Legal Services (CAPLAW) National Training Conference, June 20-21, 2018, in Albuquerque, NM.
Lichtblau’s presentation, “Fiscal Sponsorship: Making the Right Connections,” discussed how to structure fiscal sponsorship arrangements to avoid scrutiny by the IRS and state charity regulators, and to reflect what is actually occurring.
Lichtblau also led the workshop, “Advanced Governance: Navigating Executive Transitions,” in which she discussed the practical and legal requirements for both planned and unplanned executive transitions, as well as steps necessary for board management of the transition. The workshop addressed severance arrangements and exit procedures for departing executives; the search and hiring process for new leaders; compensation of the new executive director; interim leadership options; communications with funding sources and the community concerning the transition; and on-boarding of new executive directors.
As a member of Casner & Edwards’ Nonprofit Practice Group, Lichtblau advises nonprofit organizations on wide variety of legal issues, including formation of organizations and application for tax-exempt status, maintenance of tax-exempt status, governance, lobbying and political activity, creation of corporate policies, employment matters, and government and private grants and contracts. Lichtblau is co-chair of the Education Committee of the Tax-Exempt Organization Section of the BBA and a member of the Section’s Chapter 180 Working Group. She is also a member of the BBA Tax-Exempt Organization Steering Committee.
CAPLAW is a 501(c)(3) nonprofit membership organization dedicated to providing the legal, governance and management resources necessary to sustain and strengthen the national Community Action Agency (CAA) network. CAPLAW’s National Training Conference workshops focus on fiscal, governance, and human resources issues, as well as a variety of other topics. Workshops are relevant to nonprofits generally, with a specific focus on issues faced by Community Action Agencies (CAAs), Head Start programs and other federal grant recipients.
