Donna M. Brewer is a partner in
the Litigation Department of Casner &
Edwards, LLP, where her practice encompasses
a broad range of general civil litigation
areas.
On behalf of individuals, corporations,
partnerships, non-profit organizations
and municipal clients, Ms. Brewer has
litigated zoning and land use, real estate,
business contracts, civil rights, consumer
protection, professional malpractice,
products liability, guardianship and conservatorship,
employment, surety and insurance coverage
disputes. She has experience in all levels
of regional federal and state courts and
alternative dispute resolution forums.
In addition to her background in litigation,
Ms. Brewer has expertise in the field
of municipal law and finance. She is experienced
in the broad range of matters of particular
concern to towns and regional school districts,
including budget disputes, citizens’
petitions, Proposition 2 1/2, local board
practice and procedure, Open Meeting Law,
Public Record Act, intermunicipal agreements,
public works and construction projects,
and zoning and non-zoning land use matters.
As municipal officials and agencies know
well, the range of questions that arise
in municipal practice are as broad as
human experience allows.
Ms. Brewer is a member of the City Solicitor
and Town Counsel Association, the Boston
Bar Association, the American Bar Association
and the International Municipal Lawyers
Association. She is a board member of
the Lawyers’ Committee for Civil
Rights under the Law of the Boston Bar
Association. She has been a contributor
or speaker for MCLE conferences on the
topics of municipal law and legal malpractice
and for the Massachusetts Municipal Association
on conflicts of interest law for municipal
officials.
Ms. Brewer received her A.B. degree from
Middlebury College and her J.D. from New
York University School of Law. She is
admitted to practice before the courts
of the State of New York, Commonwealth
of Massachusetts, Southern District of
New York, Eastern District of New York,
District of Massachusetts and First Circuit
Court of Appeals and the Supreme Court of the United States.
